Duration of Mechanic and Repairman Licenses

Jordan Civil Aviation Regulatory Commission (CARC) hereby releases a new Notice Letter regarding Duration of mechanic and Repairman licenses issued under JCAR, part 65.
The objective of this Notice Letter is to establish general principles to be followed by:

  • All Jordanian AOC holders, Approved Maintenance Organizations and Maintenance Training Organizations to comply with the organizations approvals and the applicable rules of the regulation.
  • All mechanic and Repairman License holders issued by Jordan Civil Aviation Regulatory Commission (CARC).

Introduction

Mechanic and Repairman Licenses were used to be issued by CARC without expiration dates, and according to  the current JCAR Part 65 Subpart –D (65.74),Part 65.15, Part M.1(e), M.502 (b), M.604, M.606, M607, Part 145.30, 145.35 and 147.23, on common rules in the field of issuing certificates and associated ratings, and the general operating rules for the holders of those certificates, the validity of the license is limited for three years.

Under those provisions of the current regulations:

  • A Mechanic License expires 36 calendar months from the month in which it is issued.
  • The holder of a Mechanic License with an expiration date may not, after that date, exercise the privileges of that License.
  •  Certifying staff shall be qualified in accordance with the provisions of Part 65. 
  • The maintenance organization shall have sufficient certifying staff to issue certificates of release to service for aircraft and components and they shall comply with the requirements of Part 65.
  •  An aviation maintenance technician school must provide the number of instructors holding appropriate mechanic Licenses.
  • The holder of a certificate issued under part 65 that is suspended, revoked, or no longer effective shall return it to Chief Commissioner. 
  • Whereas, the organizations are obliged to comply with the organizations approvals and the applicable regulations and maintain up-to-date a record of all certifying staff holding appropriate Licenses; and the holder of a CARC License with an expiration date may not, after that date, exercise the privileges of that License.

 

Therefore, all Jordanian AOC holders, approved Organizations, and License holders issued by CARC are kindly requested to comply with the provisions of CARC Regulations.

It is required from all Mechanic and Repairman License holders to approach CARC for the purpose of License re-issuance in no more than six months staring from the release date of this Notice letter, with no payment to be initiated.
After the six months grace period, all Licenses with no indicated expiration date are considered revoked, and the holders of such licenses may not exercise the privileges of their License.
In this case, the holders of the revoked license may apply for renewal and will be subjected to renewal fees.

Renewal Process

In order to renew the license, the applicant shall submit to the CARC:

  • A completed CARC/AIRAW FORM 124C.
  • A signed worksheet from CAMO/AMO 145 organization showing that he has been working as a Mechanic or Repairman in the ratings he obtained for at least six months within the last two years; OR
  • A certificate from a Jordanian Approved Aviation Maintenance Technician School (147 Organization) showing that he passed a certain period of instructions within the last one month from the date of renewal application; or
  • Pass CARC practical tests in the rating(s) he holds.
  • A valid Jordanian third-class medical certificate issued under part 67 of JCAR.
